Safe Work Invites Feedback on Earthmoving Lifting Operations

Safe Work Australia are seeking views on the potential reform options outlined in their discussion paper, available on the Safe Work Consultation Hub. The options may evolve based on evidence, policy analysis and consultation feedback. Any regulatory changes will require agreement by Safe Work Australia members and, where significant changes are proposed, approval by WHS ministers.

Earthmoving machinery, such as excavators, backhoes, and front-end loaders, are commonly used across construction, agriculture, and horticulture to lift, lower, and transport freely suspended loads. However, using this machinery for lifting operations introduces significant work health and safety (WHS) risks.

Who should participate?

All stakeholders with an interest in improving the safety of earthmoving machinery used for lifting operations are encouraged to contribute to the consultation.

Safe Work Australia encourages submissions from all those involved in other high-risk work related to lifting operations, such as dogging and rigging work.

How to have your say

The consultation is open until 11:59 pm (AEST) on Monday 2 March 2026.

Submissions can be made using our Consultation Hub.
